Go to the Power Options and select each of the preformatted power settings and run each in sequence to see which ones shut down and which ones don't . If some don't shut down, compare the power settings (in Advanced Power Settings) and see what setting may be causing the problem. This will take some time, and you will need to understand what each setting really does.

Compare the Power Settings for these profiles against the settings for a profile that doesn't shut down.
