If they are turned off, would that leave all but a thumbprint in the middle useable? Where would I find the touchpad program? I'm not at my laptop but offhand don't remember seeing it.
If the touchpad software is installed, it will be in the mouse setup. One section you setup of the mouse and one you set up the touchpad. If it is not installed, you will only see the mouse.
Here is a picture of mine. Yours may be different. At the top, click on the mouse to set up the mouse and the touchpad for the touchpad setup.
If you do not have it installed, go to the download section on Dell's site and follow the instructions.
I have that under Control Panel/Mouse. Virtually all settings were correct. I don't think I changed it but now, if I touch the lower left corner of the touchpad I get some weird icons (magnifying glass and plus/minus sign -- duh -- I enabled zoom to test it) plus a circle that quickly gets smaller and smaller. It might have always done that ... but it is weird as I would have noticed. I don't see a setting for that.
I did enable scroll up/down by swiping up/down right side. SO much easier than moving the cursor on the page, finding the spot, going up hopefully in the same place with no deviation.

I suspect that the touchpad scrolling and/or the gestures features are turned off. Open the touchpad program and check to see if they are turned on.
There may be other features that you may want in there too.
