I've been wrestling with this for hours, downloaded a new BIOS, and new drivers, with no luck. After trying random things in the Dell Touchpad tab of the mouse device, it seems to be related to the "Touch Pressure" slider on the "Sensitivity" tab. Move this all the way to the left.
When I have this above around 30% the scrolling is terrible, jumping instantly to the bottom when down scrolling, or returning me to the bottom when up scrolling. Setting this to zero cleared up all my problems. The scrolling seems a bit less smooth than on my Mac or with the touch screen, but at least it isn't jumping.
It feels like the driver goes ahead and starts the scroll, then later says "hey that touch pressure wasn't hard enough" and warps you back to where you started (or where it thinks you started).
I had the same problems with trackpad on the formerly owned XPS 12. When scrolling, it would randomly jump down several pages on any application, especially web browsing.
I went through tech support, they reinstalled new drivers, bios versions, whatever else. No luck. They then offered to have a tech come out and install a new trackpad. I reluctantly agreed, despite the fact that a new computer off the line less than a week old would have these problems. Another 1.5 weeks passed waiting for the part to get to the tech and I finally decided that I don't want to deal with a potential lemon for the life of ownership so I sent it back to Dell.
Customer service was excellent in the return and they will retain my support, but I think I'll be a little more selective which units I buy from now on. It's a shame because the XPS 12 is a beautiful and sturdy machine.
