If there is an option to disable the touch stick it will be under mouse properties in control panel. Click on the "Dell Touchpad" tab, then click Device Select, then under the pointing stick you should have an option to disable it.
If you don't see this anywhere, you may want to try installing the latest driver
The UI is a bit different, one the new driver is installed, choose pointing devices. Then click on the icon for the point stick.
You should find a button to turn off the stick there.
