Run a malware/spyware check, in case some spyware got into the PC.  Download and run Spybot Search and Destroy  HERE   If that doesn't show up anything, best to call Dell since it's new.

I am having the exact same problem with the Inspiron 1545 laptop I bought a few months ago!  I have been continuing to see either one of the two messages below pop up at varying times even though there is no USB device connected to the laptop.

Message 1: "USB Device Not Recognized.  One of the USB devices attached to this computer has malfunctioned, and Windows does not recognize it.  For assistance in solving this problem, click this message."
When I click on the message, another screen pops up with the recommendation: "Try reconnecting the device. If Windows still does not recognize it, replace the device."
 
Message 2: "Your USB Composite Device can perform faster if it is plugged into a Hi-Speed USB 2.0 port.  For a list of available ports, click here."
When I click on the message, another screen pops up with the recommendation. "Disconnect the USB Composite Device from its current port and then connect it to one of the ports on a hub shown in bold type."
 
I don't understand why these messages pop up randomly when there is no USB device connected to the laptop.  I have contacted Dell support several times and they have tried having me do a system restore as well as download updated drivers and BIOS, which did not solve the problem.  They said the next thing to try is reinstalling the OS.  I do not want to reinstall the entire OS and lose all my data and other programs and have to start over from day 1.
Can anyone provide assistance with resolving this issue?

Not sure whether you've fixed this problem now however I've just had a similar issue with an Inspiron laptop 1545, found this article on a forum which explains so simply how to fix it: http://www.online-tech-tips.com/computer-tips/usb-device-not-recognized/

Turn all the power off (I disconnect the battery as well), and then switch it back on again (a bit of an 'IT Crowd' solution but it works).

I have an inspirton 530 with a dell v505 printer.  I just 'tore my computer down' to start over and now I get an error message saying that the 'device is not recognized' and that the 'device driver did not install properly.'  I have seen Dell techs 'change' the port, but I don't know how to do this.  Any help would be appreciated.

I have a Dell Insipiron 1545 with Vista. I was having all of the problems described above. I my computer wouldn't read my external hard drive, my iPod or iPad, or my wireless mouse. I tried disconnecting and reconnecting, and turning off and rebooting my computer, but all to no avail. I also tried doing a system restore, but I kept on getting an error message (80070057) and couldn't do a system restore, even when I restarted my computer in safe mode. 

I went to the site that TOGBUGGY suggested (http://www.online-tech-tips.com/computer-tips/usb-device-not-recognized/). I turned my computer off, disconnected the power cord (both from my computer and wall), and took out the battery. I restarted my computer and everything works perfect! Such a simple solution - taking out the power cord makes all the difference!
