VGA port: Is it an input?

I have an Inspiron E1405. On the right-hand side of the notebook, there is a VGA port. I assume this is intended to be used as an output to an external monitor. Can I use it as an input? Can I take a new desktop that has a DVI out on the video card and connect it using an adapter and use the screen? My comp runs on Windows XP SP2.
