Dell Vostro 3500 has not been tested for Windows 10 operating system. You will need to download the Windows 7 touchpad driver and install it on compatibility mode.
Also, I would suggest you to update to the latest BIOS on the system. Please enter your service tag # on the link below, select the OS, then download the BIOS from BIOS section onto the system and install it.

Hi.
Thanks for replying.
I downloaded this for BIOS update: http://downloads.dell.com/FOLDER02230441M/1/3500A12.EXE
and this for touchpad software: http://downloads.dell.com/input/R253442.exe
After installations, in this path: C:\Program Files\Synaptics\SynTP
I changed the following programs to Windows 7 Compatibility mode:
DellTpad.exe
SynTPEnh.exe
and even SynTPHelper.exe
Restarted the computer, but the scrolling works part-time.
In Chrome or folders explorer, office applications it works.
In start menu or Microsoft Edge (browser) it does not work.
Seems that in the "new" programs it does not work...
By the way, when double clicking on the touchpad icon (by the system clock), the touchpad software is not open.

Hi ahuri,
Unfortunately there may be compatibility issues with Windows 10 that is the reason the touchpad is not functioning correctly.
Please revert back to the old operating system to check if its touchpad issue or OS compatibility issue.

I had Windows 7 on my laptop a few days ago.
There was no any problem...
Probably I have no choice but downgrading.

The answer for Vostro 3500 + Windows 10 is:
1. Download last synaptics drive from drivers.synaptics.com/Synaptics_v19_0_19_1__C__x86-x64__Win10__Signed__MS_Win10_UXUI_PS2_SMbus.zip
2. Unzip it, creating folder like "D:\Install\DELL\Synaptics_v19_0_19_1__C__x86-x64__Win10__Signed__MS_Win10_UXUI_smbus"
3. Go into Device Manager, select "Compatible Mouse PS/2" or similar and click update drivers, then select the following:
- click "Search for driver software on your computer"
- click "Let me pick from a list of device drivers on my computer"
- click "Have disk" button
- select the folder with the new Synaptics drivers
( in my case it was
"..\Synaptics_v19_0_19_1__C__x86-x64__Win10__Signed__MS_Win10_UXUI_smbus\WinWDF\x64" )
- select synSmbDrv.inf, and install
- Reboot Windows 10
