Hi sabbiralam03,
Below are the two series of laptops which are available with touch screen but flip feature is not there in them:
Dell Inspiron 14R
Dell Inspiron 15R
You may also want to check out Dell's new XPS 12 Convertible Ultrabook which has both Touch and Flip features in it. Hope this helps.
