XPS L501X - Problem with a keyboard key not working

Question

One of the keys on my keyboard - the quotation key - isn't working. When I tap it, nothing appears. If I tap it twice, then two quotations will appear. I've done the F12 diagnostic test, and it didn't show a problem with the keyboard. Has anybody else had any keyboard problems, where a  key doesn't work unless it's tapped twice - and then you see the key appear twice?  It only happens with this one key. When I called Tech Support, they claimed it was Windows 7 and suggested I do an entire reinstall, which seems pretty drastic. Has anybody else had this problem? Also, when I tried to do a system restore to an earlier time, I got an error message stating it had not been restored due to an unspecified error - 0xc0000022 - which is another problem.   Any advice would be greatly appreciated.

Update:  I was able to fix the problem by changing the keyboard setup from U.S.-international to just U.S.

I also facing same problem with this single key in Dell XPS 2016 model which is not less than 2 months  old. It is running on Windows 10 . did we have solution.
