Let's try few steps to isolate the exact point of failure.
1. Disconnect all external devices and start the system.
2. Run diagnostics on your hard drive. Press the F12 key at the Dell Logo screen, select Diagnostics and run an extended diagnostics.
3. Try to boot the system in safe mode. Start the system and press F8 on the Dell logo screen. From the Advance boot menu options select Safe mode.
4. If the system boots fine in safe mode and does not boot in normal mode, disable start up items and try to start. The below given link has the steps to disable start up items. These programs boot along the operating system and slow down the boot process. If the system boots fine after the start up programs are disabled, it is obvious one of the program is causing the system to hang during the boot process. http://dell.to/WvFdEl
