I am have this same issue with my E6420 setting up a E-Port Plus (dual DVI) at my home office. Everything isa working fine at my companies office and when I am not on the dock at home. I orginally tried an older E-Port with one DVI and one VGA and my two Dell 1907FP monitors, but switched when I had this problem. After reading that this was a power issue on another blog, I have now tried 3 different AC adapters including the brand new one that came with the E-Port. I tried disabling all network connections/adapters not in use, leaving only the wireless enabled. I turn off the Power Management at a collegues suggestion.
I have also done the following with now change:
Update BIOS and Chipset
Installed newest drivers for:
DW1530 Wireless adapter
Intel 82579LM Gigabit adapter
Intel GMA HD Video
There seems to be no drivers currently available from Dell from the E-port Plus Or I would try that. I get this when I resarch for them:
A little more information... I update the drivers for the NVideo card and after that everything worked fine that day. The next day I docked and the speed was back to <1 Mbps. I pull the laptop off the dock and the speed went back to normal < 20Mbps. I hot docked and swithed to the dual monitor one-by-one and extended the desktop and everything worked fine until I closed the lid ! Some how when the lid is close it slows down, but if I leave ito pen it all works fine. The laptop display is identifed as 1 and the others as 2 and 3. It is a work around, but there should be a reason. I dont have to leave the lid open when I dock in the company office.

I have the exact same problem with my e6410, and support has been unable to resolve it after 4 attempts. Anyone?

Thanks for the tip about leaving the laptop lid opened when docked. 12 Mbps on Wi-Fi with the lid closed, jumps to 60 Mbps with it open. Go figure.
