No, I didn't. I didn't receive a driver cd or anything when the laptop was shipped to me, so I don't have any notebook system software. Is it downloadable from the website?
After you reinstalled WIndows did you install the chipset driver and notebook system software? Those two should have been added first, right after installing Windows.
I installed both of those things, but it hasn't made any difference. Any other ideas?
I'm also getting a message that my ethernet card's radio is turned off, which is a new one on me. There doesn't seem to be any switch or anything for that....?

i have checked the b130 application that you can download from dell drivers site and there is an application Dell Quickset please download this and install it. after try the functions key again.
Yes, I installed the chipset drivers but it did not help with the function keys. The QuickSet thing was what I wanted, so it's working now, hooray! Thanks to all of you for your help!
For the sake of completeness, the mysterious "PCI Device" turned out to be the sound card, I downloaded the driver for that and it's working now too.
