inspiron 1720 Bluetooth

I own a 4 year old Dell inspiron 1720 laptop with Bluetooth.
A couple of years ago I turned off the blue tooth by clicking the icon in the
lower right hand corner to off because I did not have any use for Bluetooth at the time but
I expect to have a need soon.  However it
seems to be permanently off.  How do I turn
it back on? Using the off/on switch on the left side does not do it. I checked
my driver for the wireless 1390 card and it’s up to date. Does anyone know how
to do this?
