It's certainly not a hazard, so don't worry about that.

 

Where on the laptop is it peeling, and how bad is it? 

If the peeling hasn't peeled off completely yet, you might get away with using a little lacquer (as used to protect car and PC case paint etc)?

But another option available to you is a laptop 'skin' - which you use to completely recover the laptop, with a pattern of your choosing. 

Just Google (i.e.) 'Laptop Skins', and you'll find any number of sites selling them.

Here's three of 'em, just to give you an idea of what a 'skin' is:  Laptop Skins, Lapjacks, and Unique Skins

Unique Skins offer skins for a number of different makes/model of laptop - i.e. HP, Toshiba, Sony, and even Apple!  That page I've linked to above, is their Dell laptops skins range, specifically :emotion-1:
