plug and play not working

I have a inspiron 1150, When I insert my mouse or memory stick into the UBS ports, it does not respond.  It was working fine until now.  I have checked the device manager and see no conflicts.  I have troubleshoot and everything is working fine.  When I plug the memory stick, I can see the power light, but I don't see the message that asks me to take an action.  Please help!

You say you don't see a message to take action. Does the mouse function or is it just dead? Does the USB memory key show up as a drive in "my computer"?

The memory stick is not listed in my computer and the mouse is "dead".  I use the memory stick at work (another dell inspiron) and it works well and the mouse too.

You can try going into your device manager and removing the USB ports from the system, reboot and let Windows re-recognize them. My guess is you have a motherboard issue but the procedure that I mentioned might work. Make sure all of your drivers are up to date - especially chipset - and that your operating system has all of the critical updates done.
