Hi Rotem Mulayoff,
Welcome to the Community,
For the bluetooth since its turning on only after you restart the system, you can try uninstalling and reinstalling the Bluetooth card driver.
To uninstall open Device Manager, expand Bluetooth Radio, right click on the bluetooth card, click Uninstall.
To reinstall access www.support.dell.com, click Drivers and Downloads, enter system service tag or choose system model, select Operating system. In the list expand Network to find the bluetooth driver.
And for the fan speed try updating BIOS from the list of drivers and see if that helps. If that does not work, run Hardware diagnostics by tapping F12 at start up (Dell logo),select Diagnosticians,Test System.
Post back any error code/message if any.
Thank You

Hi,
You got this error code: 2000-0415, "check the following cables: LCD cable" ,because your system model uses old LCD cables which does not support this test and that is why it throws out this error code. This error comes up on systems using the latest BIOS A7 but has the old LCD cables.
Regarding the issue with Bluetooth though you are using the updated driver, try uninstalling and reinstalling the driver.
Check in safe mode how both the Bluetooth and fan works.

Hi, I have the opposite problem, my Bluetooth does not start when system boot up neither cold or warm boot.
The WIFI starts normally but I physically have to switch the radio switch off then on for the Bluetooth to engage.
When it connect it stay connected and works fine until next time the system reboots.
I have upgraded the BIOS to latest version (09) and installed, un-installed and reinstalled the latest version of Bluetooth drivers and software.
There are no BIOS settings that makes any difference to this problem, I have tried them all.
Dell technicians have replaced the Bluetooth module and the motherboard but nothing helps.
I'm using Windows XP service pack 3 and the Bluetooth devices I'm using works fine on my old Vostro Laptop with the same Widows version.
What to do? Erik
