"Configure setup disabled" - how to enable?

I want  to set the boot-order to CD in order to boot from the Windows-CD, but the bios says "Configure setup is disabled" and I can't maneuver the cursor in the display. Any idea how I can enable the configure setup?

(Background: Previously it worked and I could boot from the WindowsXP CD. I reinstalled WindowsXP successfully. Due to some software that messed up my system I have to reinstall XP again. But this time the BIOS says "configure setup disabled". I run a Inspiron 4150 Laptop.)

I believe the solution was to flash the BIOS to a revision before the configure setup feature appeared. With the 4150, any revision lower than A06.

In my opinion, you must set 'Admin Password' in BIOS.

Turn to page 7 of 7 in BIOS and key in your Password in Configure Setup.

Thanks - that worked! There was a password which I was not aware of (I accidentally enabled it last time I entered BIOS).
