"OPERATING SYSTEM NOT FOUND"
"Operating System not found" is the message i am greeted with when trying to turn my laptop on.
Can i fix this myself or will i have to put it into to a laptop repair shop???
Any help will be greatly appreciated.
Thanks.

It's very difficult to advise with so little information, but it sounds like your hard drive is toast. Go into the BIOS setup (F2) and see if the hard drive is listed. If it is not, reseat (remove and reinstall) it. If it's then still not found, it's toast - replace it.
If the drive IS seen, press F12 at powerup, load the Dell diagnostics and run an extended test on it.

Thanks for the swift reply, when i try to press F2 or F12 nothing happens.
On the screen above where it says "Operating System not found" it says:
PXE-E61:Media Test Failure, check cable
PXE-M0F: Exiting PXE ROM
What cable the only cable i have is my charger.

Most likely, the hard drive is toast.
If you want more information on how to proceed, answer each:
What model system?
Is the system under warranty?

Yes, that will be necessary once you replace the failed hard drive. You'l need a new, 2.5", 9.5 mm or slimmer SATA notebook drive as a replacement.

The most likely cause is a faulty hard drive. Go into system setup (F2 at powerup) and see if the hard drive is showing -- if it isn't, unplug the system, remove the battery (or disconnect it) and remove and reinstall the drive. If it is then still not showing, it will need to be replaced.
If it does show up, press F12 at powerup and run an extended diagnostic on the drive.
If you require further assistance, we'll need the system model information.
