Try this process from within the Windows.Let the system boot to Windows and than access the Dell Backup and Recovery Manager (click start menu,in the search box type Dell Backup and Recovery Manager ). Once the application opens click on Restore System and in the drop down choose Dell factory Image.
Refer to page 16 on this link: support.dell.com/.../DBRM_UGV1_3.pdf

Ideally it should be able to see this application within windows.Since you're conforming you don't see that application, try installing it using the link below:
www.dell.com/.../DriverFileFormats
After installing follow the instruction given on page 16 on the link from my previous post.

Roshan thank you very much for command line
problem is
1) I dont have imagex in tools folder, I only have Tools\restorysystem.exe (but i will try how you wrote)
2) I dont have c:\dell\image\factory*.wim file even c:\dell\image\ folder
I have only c:\recovery folder, it is looking like empty but disk manager in win is showing disk C has some information with size around 200mb

Check if the steps below helps:
Start a command prompt.
Change to the D: drive.
Set the path to 'Path=d:\windows\system32
Go to the d:\tools directory
Run PCRestore

Hi sergey2b,
You've already tried the standard process by going in to repair option and clicking on "Dell Backup and Recovery Manager" but that just gave you an hour glass and system booted to windows.Secondly you installed the Dell Backup and Recovery Manager but the Restore option was greyed out and you could not click on it.So those where the standard options to restore the system to factory settings.
So it could be possible that though the system has the recovery partion but the files are corrupt.
Have you formatted this system using Windows disc before?
