Check out Primus Solution emc139533 for a good start into troubleshooting this error. It usually has something to do with the storapid deamon. You can try restarting this daemon and see if it clears up the error
What the error message means is that it is not able to communicate with the symmetrix. even with out any gate keepers masked to the host you should be able to Run symcfg dis and if it gives the same error message it could be a issue with your zoning or cabling.
by zoning I mean zones between your symcli host and the Symmetrix.

Summi, if there is an issue with the storapi daemon you should see a message in /var/symapi/log/sorapid.log0
These messages are usually kinda cryptic, I would say to kick off an EMC grab if you haven't done so already and open an SR with EMC support to look into the issue.
I have observed that after moving to V6.5-872/storwatchd from V6.0-629 (1.0) storapid/base daemon getting restarted more often. So any symcommands happens to run while storapid was getting restarted may end up failing.
I've been experiencing this issue on most HP-UX servers running Solution Enabler. No matter what version I upgraded the SE, it would do the same errors you described. The manual solution is running '/usr/symcli/bin/stordaemon shutdown all -immediate' and running 'symcfg discover'. The fix for this is actually, believe it or not, is upgrading the PowerPath.

How many GK devices are presented to the host?
Any other EMC applications installed on the host that are using GKs, like ECC agents?
