The company I support had the same issue when we used Windows Provisioning. To fix this problem we had to do two things:
Rename the folder named "C:\Windows\Provisioning" (To something else, ex. Provisioning.old)
Delete the folder named "C:\ProgramData\Microsoft\Provisioning"
To make it easier, we made a startup/shutdown script and deployed it via group policy to do these two things on any Windows 10 machine. I hope that this helps you!
