Computer keeps restarting at logo screen after hard reset

Hello I have a dell inspiron24 desktop, and my problem is that I reset my whole pc to clean and have a fresh start. My problem is that it keeps restarting at the logo screen the circle loading thing will stop and restart continuously.

 

can someone please help me?

So hard drive is bad and windows is corrupted.

There are no soft fixes for corrupted windows.

Its new hard drive and reinstall clean.

Right but my computer randomly ran a diagnostic test for hardware problems and it ran all good hardware the computer is only 2 years old

Remove all rams and put only one stick back.  Remove all devices including hdd,ssd,mouse and other usb devices.  Have only monitor and keyboard connected.  Test whether pc can show stable post meaning pass through logo screen to enter pre-boot screen without restart.  I had two pc with bad ram that did that.  That ram is not completely dead and it could still start up pc without beep, but would not successfully post or crashed soon after post.  Chances are not all ram sticks are bad and you may narrow down to the bad one that caused restart.  If you find out no change in behavior, consider borrowing a compatible good ram from another system if possible.  Lastly try reset CMOs jumper on motherboard.
