Dell Inspiron 2330: Screen Glitch

Note this computer is from a family friend. When the computer boots up its like this, and it doesn't directly boot up to the PC. I know that because the USB IO doesn't work, I believe its on monitor mode. It takes several minutes until the AIO switches over to PC mode, and I can confirm that the components are still functioning because I am able to output a second display and use it as a secondary monitor. 

I have ordered and replaced the LCD inverter but the issue remains the same. I have also diagnosed whether its a ram problem but nothing. Any suggestions and or helpful recommendations to why the screen is acting like this?
