Dell Inspiron 3650 MiniTower Issues

okay im going to try to explain it as best as i can here

i got a dell 3650 Mini tower and it was missing parts at first, so i ordered the missing parts and all im getting when i try to turn it on is only a few seconds and then it turns off

so i went through some steps and figured it was the board, so i went and bought a new board and it is still doing the same thing.

so i went and replaced the CPU too and its still with the same issue, so i don't know if i overlooked something 

any advice would be greatly appreciated

3650 has proprietary power supply and cables. Other than the power supply and motherboard there are very very very very few parts other than Ram and hard drive.

What parts did you replace besides the CPU and motherboard, and are you sure they're compatible with this PC model?

Check the rear of the PC, down near the bottom, for the power supply LED. Does it light up when PC is plugged into a working outlet? And does that LED stay on after PC shuts down?

Next to that LED is the power supply built-in self-test button (BIST). Read the instructions here to test the PSU using that BIST button.

If the CPU is overheating, the PC might shut off very quickly. Did you gently clean both surfaces and apply a thin layer of fresh thermal paste to the top of the CPU before you attached the heat sink to it?

Is the CPU fan working?
