Integrated video requires keeping the original Dell customized Intel drivers. You cannot upgrade integrated video. If you installed Intel drivers from Intel, reinstall your original Dell drivers. 

Integrated video hardware does not change since it part of the board. If there ever is an update, it has to come from Dell.

Is this an Inspiron 20 3064 All-In-One?

If installing the right drivers doesn't help, then it could well be a failing LCD panel, or even the motherboard itself.

Both can be replaced, but it's probably not something you want to do yourself because you essentially have to disassemble the entire All-In-One...

You could contact Dell's Out-Of-Warranty Repair to get an estimate of the cost to fix it, and then decide whether it's worth the cost, or better to put that money toward a new PC.
