Do you have the latest version of SupportAssist? You may have to use Revo Uninstaller (free) to remove the old version before installing the latest version.
But it may be easier to check for driver updates manually. Go to the Support page and enter your Service Tag (don't post it here). When that opens, click the Drivers & Download tab. Now move the little slider to show drivers only for your specific Service Tag:
Now go through each Category looking for new drivers for your PC. You can use the Sort box which appears when you select a specific Category to sort by Released: Newest so the latest one appears at top of each Category list.
When you see one you need/want, download it to your PC into a folder you'll be able to find. When you have all the ones you want/need. Double-click each file name in that folder and follow the prompts to install them. It may be a good idea to reboot in between each installation.
If you're not sure you need an update, you sometimes can compare the driver's file version number to the driver version number listed in Device Manager for the specific component, eg video card, to see if you may already have the newest version.
Even if you get SupportAssist to work, IMO, it's safer NOTto let SupportAssist manage a BIOS update for you. Do BIOS updates manually by following the installation instructions listed on the page for the latest BIOS.

Make sure you let Revo search for any "leftovers", which will be shown in bold font on the various screens you see, and delete all of those too. Do NOT delete anything shown in red font on those screens. Then download a fresh copy of the latest version of SA and install that.

Looking at the list of Inspiron 3650 apps and drivers, I don't see very many that were released in 2021:
Dell Update for Win 10 Dell SupportAssist OS Recovery Plugin for Dell Update Dell Mobile Connect Driver Dell Inspiron 3650/3250 System BIOS Etc.
Don't know if you need any of those. Not always, but when attempting to install a driver that's the same or older version than already installed you may get a prompt saying that. And if it's same or older, just cancel the update.

Thanks RoHe I think you have helped me before. Thank you very much.
I'm using version 3.10.0.47 which assures me is the latest version.
I tried the manual update route, I'm not sure if I need any updates.
When I use the "Let Dell automatically find driver updates for you" box
the response is
Please try again later or use the link below to find drivers by Service Tag or see a list of drivers available for your product.
It's been like this for a few weeks now.
