Inspiron 3650, startup problem
This computer is out of warranty. The computer worked good for 2 1/2 years. Then I got a steady amber light when pressing the start button. Now when I plug in the computer I get a steady amber light. I press the start button the computer comes on for a couple seconds and then shuts down ( the fans are running). When I press the bist button in back the green light comes on the 3 seconds then turns off. I replaced the cmos battery but that does not help. I put the ram in a different slot and that does not help. I paid $400 for the computer so it is not worth paying a lot to get it fixed. I had a BIOS update a week before I ran into this problem.

Do you get any beeps when you power it on? (Most of the beeps indicate a motherboard problem of some type).
A solid (not blinking) power light indicates the power supply is (probably) OK.
Did this work OK after the BIOS update? or never work after the BIOS update?
Dell has a BIOS recovery procedure that you can check if you suspect the BIOS update caused the problems.

There is no beeps on startup. I know I had to restart the computer after the BIOS update so it did start up then. But how long after the update is kind of fuzzy. It might have one day up to 7 days after the BIOS update.

If it worked OK after the BIOS update at least one time its probably OK.
When you replaced the battery, how long did you leave the battery out? Generally wait 10 minutes to reset everything before installing (reinstalling) the battery (and PC powered off).
Try the CMOS battery reset again, leaving the battery out for 10 minutes.
Indications are its a motherboard problem. Just in case its a BIOS problem, try the BIOS restore (linked in my first response) . If the battery reset or BIOS reset (if it will do it) do not fix it, its most likely a motherboard problem.

Leaving the battery out for 10 minutes did not work. If the Bist test works does that not rule out the motherboard. When I push the Bist button the green light comes on.

When doing the Bist test is the green light suppose to come on for 3 seconds. When I did the test it came on for a split second.

To solve the problem I bought a used dell inspiron 3650 for $130 on ebay. Now Dell support assist want me to update the BIOS which I am not going to do.
