Inspiron 5675, AMD RX560 fan stopped

Question

I noticed my Radeon RX560 2 GB video card fan turned off with the final booting sequence into Windows 10. The fan works at start up, but in the final moments booting into Windows 10, it stops moving. The fan does however come on when the GPU temperature reaches 60C while in Windows 10. Is this a passive fan on this card? Is this normal? The odd thing is that if Windows 10 is in Safe Mode, the fan stays on. I am used to video card fans running all the time.   Any help would be greatly appreciated.

Not an issue. The operating system and video card driver dictate when the fan is needed.

Thanks.  Apparently other Radeon cards behave in the same manner.  Tech Support thought I should send the computer in for diagnosis.  Is this necessary?  SR#: 978049109
