As I said here, I suggest a clean Windows-10 install to shed all the Dell pre-installed software and enhanced driver-suites:

Your Windows should be installed on a bootable SSD as C:And finally, if still having a problem:
- Be sure you have the latest chipset and video drivers from AMD.com
- Go ahead and install a couple of those stuttering games at C:\Games\
Hopefully, your monitor is connected via DisplayPort.
Do you have one of those AMD FreeSync monitors or is it tricked-out with a high-refresh? None of that should be needed, but if you have it ... look for problems, conflicts, or miss-configs there.
