Inspiron 5675, AMD Ryzen R5-1400, AMD RX-570 stutter problem

This is insanely frustrating. From the highest settings, to the lowest, all games stutter. I can get 60 fps in all games at varied settings, yet they all stutter. My cpu and gpu both don't go over 50% in terms of usage while gaming. Here is some info from userbenchmark:

**CPU**|[AMD Ryzen 5-1400](68.6%)

**GPU**|[AMD Radeon  RX-570] (47.7%)

**HDD**|[Toshiba DT01ACA100 1TB] (86.2%)

**RAM**|[Samsung M378A1K43CB2-CRC 1x8GB] (45.5%)

**MBD**|[Dell Inspiron 5675]

Also, My processor is said to perform far below what is expected. Any help would be greatly appreciated.

As I said here, I suggest a clean Windows-10 install to shed all the Dell pre-installed software and enhanced driver-suites:

Your Windows should be installed on a bootable SSD as C:
And finally, if still having a problem:

- Be sure you have the latest chipset and video drivers from AMD.com

- Go ahead and install a couple of those stuttering games at C:\Games\

Hopefully, your monitor is connected via DisplayPort.

Do you have one of those AMD FreeSync monitors or is it tricked-out with a high-refresh? None of that should be needed, but if you have it ... look for problems, conflicts, or miss-configs there.
