The recovery tool requires DOTNET 2.0  3.5  4.72  and many other updates to be installed BEFORE you install the tool.

Before proceeding any further, you should meet some mandatory requirements.

The system requirements are as follows.

1. Make sure that you have your device's service tag ready. Generally, you can find the Dell service tag under your laptop or in the invoice.

2. Have a USB drive that is at least 16GB. Make sure you back up any and all data in the USB drive. Recovery drive creation process will erase the usb drive.

3. Your system should have .Net framework 4.5.2 or higher installed.

4. Your PC should have at least 16GB free hard disk space so that Dell USB recovery tool can download the recovery image.  It must not be USB3 type it must be USB2 and cannot be LARGER than 32 gigs and must be FAT32.

DOTNET almost always fails and sets up an endless loop of update failures.

Enable the .NET Framework 3.5 in Control Panel

You can enable the .NET Framework 3.5 through the Windows Control Panel. This option requires an Internet connection.

  1. Press the Windows key Windows Windows logo on your keyboard, type "Windows Features", and press Enter. The Turn Windows features on or off dialog box appears.

  2. Select the .NET Framework 3.5 (includes .NET 2.0 and 3.0) check box, select OK, and reboot your computer if prompted.

     

This is why you must do the STANDALONE DOT NET update OFFLINE as administrator.

For all Windows operating systems except :

 Download the Microsoft .NET Framework 4.7.2 offline installer package now.

 

Recovery Images are not available for all models for all OS or in all countries.
