Should I use Intel Turbo Boost technology?

I have just upgraded from a Core i3-8100 to a Core i5-9400. The base clock speed of the i5 is 2.9GHz as appose to the i3 being 3.6GHz, but the i5 -9400 shows it has a max boost frequency of 4.1GHz. I want to use it primarily for low spec gaming so should I use Turbo Boost Technology? If so How would I do this?

If it provides better performance to your machine, why not.  Turbo boost will turn on automatically, no need for manual activation.

I have been able to achieve the full speeds of my cpu, however for some reason my Turbo Boost technology was not automatically enabled via the bios, once enabled though, the performance boost was very noticeable, on an unrelated topic, I noticed my GPU fan speeds where very low under load, while gaming was only hitting 35% fan speed and gpu was getting high 70 degree temps, i manually had to set my fan profiles based off temp in order to get adequate cooling for my gpu, though should have been automatic as well from what ive been told

Intel Turbo Boost Technology is activated when the operating system requests the highest performance state of the processor. The processors' performance states are defined by the Advanced Configuration and Power Interface (ACPI) specification.

To ensure Turbo Boost is activated when needed, set your power plan to high performance (via Control Panel).

On unrelated topic, 70° temp under load is a normal operating temp for GPU as most of them have maximum operating temperatures between 95° to 105°.  I wouldn't be concern unless it goes over 80° but fan speeds does not increase.
