100% disk usage Inspiron Desktop - WIndows 10

After several reboots - I have found that by repairing the apps:

  • Microsoft.net Core runtime and 
  • Microsoft.net runtime

Apps & Features - select above app - modify - repair

Wait for 60 seconds and usage in the task manager will begin to decrease. It does not always remain in effect after a shut down as the app will continue to reflect that it needs to modify. 

Is there a way to get the update to the apps to be permanent?

Microsoft has provided the following steps to disable MSI mode for specific devices using the registry:

Determine that the computer is running the default AHCI driver (StorAHCI.sys):
Open a command prompt with administrator privileges. Then type devmgmt.msc in the command prompt window and press Enter.
Under IDE ATA/ATAPI Controllers right-click the AHCI controller node and select Properties. This node is called "Standard SATA AHCI Controller."
Click the Driver Details tab.
If "StorAHCI.sys" is listed, the computer is running the default driver.
Disable MSI for the controller in the registry:
In the same properties window opened in step 1.2, browse the Details tab and select Device instance path from the Property drop-down menu. Note this path.
Open the Registry Editor by typing regedit in the previously opened command prompt.
Browse: HKEY_LOCAL_MACHINE\System\CurrentControlSet\Enum\PCI\ \Device Parameters\Interrupt Management\MessageSignaledInterruptProperties, (where refers to the device instance path you noted in step 2.1).
Change the value of the MSISupported key from " 1" to "0."
If you do not know which controller your boot device is attached to, repeat steps 2.1 through 2.4 for all AHCI controllers that are found under 1.2.
Reboot the computer.

4 Weeks ago the above microsoft change was completed. This change had no impact on the situation.

By any chance, is Windows booting off of a hard drive? Upgrading to a solid state drive (SSD) will greatly increase boot time and be able to handle multiple read/write tasks more efficiently without noticeable slowdowns.

As an update, I continue to be able to repair the 2 runtime programs and the disk usage drops a few minutes later. Unfortunately, as soon as I shutdown and boot up - the repair has to be repeated. Still looking to determine if there is a way to get the repair to be permanent?

1. You did not specify whether this 100% disk usage is permanent, or if it occurs mostly for a few minutes after boot.

2. If it's mostly for a few minutes after boot, taht is normal. Windows will always use a lot of resources after boot as it performs updating tasks, runs Defender processes to check for malware, etc.

3. if your drive if fairly full, that will cause more disk usage as the system struggles to perform its tasks without sufficient free space. If that's the case, create more free space on the drive or upgrade to a larger drive.

4. An SSD will make everything faster and make your system noticeably more responsive.
