3891 not booting

New, had it running for a week, realised I hadn't set screen passwords etc so set it to sleep after some minutes. Went to bed. Next day, pc is off (for the first time since I got it), and won't boot. Only Dell circle and word on screen.

Read some threads here and elsewhere, so tried below steps.

Tried hard reset - unplug, push 20s  to discharge, replug, turn on. Same result.

Tried repeatedly on and off at boot, to get an automatic repair screen. Same result.

Pushed f8 at start, managed to get f12 boot options top right, and a partially filled (1/3) bar bottom of screen, below the Dell word and circle. This display didn't change.

Pushed f12 at start, got preparing one-time boot menu top right, same 1/3 filled bar along the bottom. This display didn't change.

Next steps? Thanks.

FYI, it's a desktop, not laptop.

Press and hold the power button for 15 to 20 seconds to drain residual power. Connect the AC adapter or power cable and the battery (for Dell laptops). If your Dell computer can turn on but is unable to boot into Windows, identify the symptoms and follow the appropriate troubleshooting guide.

As above, all diagnostic steps were followed.

The pc was returned to Dell, who replaced the SSD and motherboard.

The retuned pc has the same problem. After reloading data, a few days into having it back I turned it off overnight (for the first time). Next day, same failure to reboot.

My Dell 3891 power turns on and off.  The fan turns on and off continuously.  

No Events found!
