What exact CPU do you have? Or if you prefer, go to ark.intel.com, find your CPU, and check its specs. It needs to support both VT-x and VT-x with Extended Page Tables, so verify that. Then check your BIOS options again and see if the latter option has to be enabled separately from general VT-x. Sometimes that's the case, but not always. Note: If you see an option for VT-d (aka Virtualization for Directed I/O), that is a separate thing that you do NOT need to enable.
Also, do you have any third-party anti-virus installed? Some of those solutions tap into virtualization technology features, which would prevent hypervisors such as Virtualbox from using them.
Lastly, as a general note, it's best to specify your exact system model. "Inspiron 15" just means an Inspiron with a 15" display, and there have been many of those over the years. There are even several current Inspiron 15 models available right now. Your full model would be something like Inspiron 3578 or whatever. But again, that's just a general note. For right now, your CPU is what's important.
