As Mary said you'll have to clean install windows 10 I have linked a Video and Dell support page on Reset or Reinstall, since your original drive failed you'll have to clean install.
You have a blank (empty) hard drive now. You must boot to installation media to install windows. To make installation media use the Create media tool here and follow the directions
Thanks for the help! So to be clear, I need to create a Windows 10 USB boot drive (using another PC), plug the USB into my device, then run a Windows 10 system restore. Is that correct?
You will boot F12 the select UEFI USB to boot your install media.
You will have to look in your BIOS and see if your set to have your SATA set to RAID or AHCI this matters as if your set up for RAID you'll have to install the IRST drive during the install for the install to see your new hard drive/SSD
