It could be caused by a few things. First step is trying to figure out the cause.
First thing to try is connect to a tv or external monitor. Usually by HDMI. If there is a picture, the problem is probably the LCD panel (screen, monitor, display) they are very easy to replace. An experienced laptop technician can do it in under 5 minutes, everyone else less than a half hour. - if you do not have a picture after the connection to an external monitor, the problem is likely the motherboard, in which case you would be better off getting a new laptop, unless the device is under warranty still. That repair is expensive and difficult.

If the system was purchased new from Dell, you have 30 days from the date of shipment to request a refund or exchange.
If your system came from another supplier, contact them for your return privilege information.
