CPU load on idle does not drop below 5%

Hello everyone
I have experiencing weird problem, and does know, why this happens.
My system is Dell G3 3579 with m.2 NVMe, 16 GB DDR4, Intel Core I5 8300H and Geforce GTX 1050 5 GB.
The problem is, when the laptop is on idle, CPU load does not drop below 5%, when oter PC`s (desktop, Asus laptop and Dell Vostro 3700) are acting normal, and on idle standing at 0-1%.
This problem sometimes accompished with fan noise, like CPU is computing somethins, but nothing is opened - all background and tray programs are closed, only Microsoft services are running.

This problem persists both on Windows 10 and Whidows 11. Bios is updated to the latest available (1.2x, i don`t truly remember exact version).
What it might be? OS problem, hardware problem (PSA is clear, parfomance tests are OK), or BIOS bugs?

Assuming this is a serious question. The answer is simple. To decrease CPU idle time, increase the amount of time other processes use. You could raise the priority of other processes, or run multiple jobs at the same time.

Try running your virus scanner and defragmenter your disk at the same time. Crank up the priority of the virus scanner. That should drastically decrease your idle CPU usage.
