Hi
Your computer does work. The OS is the difficulty.
You could try connecting via a wired connection,
Dell - network adapter USB 3.0 - Gigabit Ethernet x 1 ???
Turn on Wi-Fi?
Rebuild/Repair/Recovery/Re-Install USB and try an over the top (In Place) install.

This one wipes everything.

If in doubt please ask.

@ann_droid this could not possibly have been less helpful. WHY can I not even log into my laptop without a WiFi connection. SIMPLE question.
