Hi

Your computer does work.  The OS is the difficulty.

 

You could try connecting via a wired connection, 

Dell - network adapter USB 3.0 - Gigabit Ethernet x 1 ???

 

 

Turn on Wi-Fi?

 

Rebuild/Repair/Recovery/Re-Install USB and try an over the top (In Place) install.

Isn't the PrtScr button also Aeroplane Mode (airplane perhaps in some languages) 

to switch OFF the Wi-Fi ?????????

@ann_droid​ this could not possibly have been less helpful. WHY can I not even log into my laptop without a WiFi connection. SIMPLE question.
