If you're just trying to perform a clean install of Windows, then boot from your Windows installation media, and when you get to the step asking you where you want to install it, delete all existing partitions on your hard drive until the entire drive shows as Unallocated Space, and then click Next.  The Windows installer will create the necessary partitions for you.  If you actually need to disable it somehow, then if you have BitLocker enabled on Windows 10 Home, it's because your system supports "Device encryption", which is sort of a light version of BitLocker that's available even in Windows 10 Home if the system meets certain hardware requirements.  In that case, you should be able to turn it off by going to Settings > Update & Security > Device encryption.  You should see a "Turn off" button there.  If that doesn't work, you should be able to use an elevated Command Prompt to enter "manage-bde -off C:".  If that isn't working either, I'm not sure what to tell you because it works fine for me on my wife's Windows 10 Home system, although I'm not stuck in Safe Mode.

And fyi, when asking for help after you've already tried things, it generally helps to be specific about what you did and what happened.  Don't just say you tried commands and PowerShell and "all didn't work".  Instead, provide the exact commands you tried and the exact errors or other behavior that occurred.

OKey but there’re some recovery partitions? Isn’t it harmful to delete it?

The Windows Recovery tools partition gets created automatically. The Dell factory image restore partition can be retained if you want (should be the last partition on disk), but if you’re performing a clean install of Windows, I assume you know what you’re doing and won’t need to use that in order to recover your system. These days given how frequently Windows 10 is updated, by the time most people would need to recover their system, the factory image would be so outdated that it would be easier for people who can perform a clean install to start from scratch anyway.
