I have an XPS 13 9350 and have noticed that I have the same problem.
I have followed all the suggestions online, e.g. uninstall device, deleting driver software etc but it still comes up with the same driver error and code as you have.
@GiovanniStoto and @Hawkeye58 it's been a while since I used Safe Mode, but I distinctly remember a "Safe Mode with Networking" option that was separate from regular Safe Mode, which did not include network support. Maybe see if you have that?
I have always used Safe Mode with Networking and according to GiovanniStoto's reply he has also used Safe Mode with Networking so it's not that we are using the wrong option.
My understanding is that the problem is due to an issue with the Wi-fi card that was used by Dell in the XPS 13, and it might be used in other devices.
After looking into it, I decided that the ony way to fix this would be to buy a new Wi-fi card but as my XPS 13 is connected to a Dell dock (WD15) all the time and I very rarely need to run Windows in Safe Mode with Networking, that I would leave things as they are.
I'm sure when I get a new laptop, that the Wi-fi card will have no problems working with Windows in Safe Mode with Networking!
