Setting > Update and security >. View update history > Driver updates.
Check if Intel graphics was updated the same day your issue started,
I have seen this issue as windows some time pushes intel graphic drivers which are not tested by OEMs. if that's the case you will have to roll back your driver and run Microsoft's show/Hide window's updates troubleshooter to Hide that faulty driver from coming back

Thank you for coming back!
We were advised by Dell to try a fresh Windows install so can't see the update history prior to this
Is there another way I can identify and roll back a driver?

Suzie I would recommend working with one team at a time.
Fresh Windows install is already done ??? How was it performed ??
If even after OS reinstall you are facing the same issue than Dell should have offered you an onsite repair by Now.
You can check the Video Driver from Device manager >> Display Adapters >. Intel HD graphics.
Now since you have reinstalled OS , no point in playing with Drivers.
Right Click on intel HD graphics and choose disable. test the machine now for a few days
The colors would look a bit shacky as HD graphic is disable, But if no issues after disabling Intel HD graphics, seek a motherboard replacement
