Eh, created a local account. Ran through the same scenario to repeat the problem. Same same. I'm moving on. I'm just chasing weeds with this one. The good thing is, all devices are installed cleanly and no reported problems. File Explorer (explorer.exe) hangs on this one step, so its a software issue that will probably be resolved in the MS patch down the road. Maybe this is a bug they aren't even concerned about since they are trying to retire the Control Panel all together.

A quick question before proceeding:

 

Does this issue occur on a local account or a Microsoft account?

 

I suggest you to perform Clean Boot and check if it helps.

Yes, it happens after a restart boot and cold (shutdown) boot. But I have not created a local account. You might be on to something there. I use only my Microsoft account to login. What held me back was that my wife has a Dell laptop and she uses her Microsoft account to login. Her laptop does not have this issue.

I gave in and did the in-place upgrade this morning. That actually cured the Windows Explorer hang when I touched the icon that displayed my PC in the Device and Printers applet. Strange why that happened and having to do the IPUG to cure the problem. I guess if all fails Microsoft gave us at least on solution that appears to work every time its tried.
