I have two recovery drives for two different systems. I always use 32 GB drives but mine are both saying around 20 GB free of 28 GB.
I don't have much OEM loaded software so perhaps you have some software that came with the system using the extra space. Normally, the Win 10 image uses around 5 GB and the OEM images take 4 or 5 GB more.
It would be interesting to see what might be taking up the extra 10 GBs..
I just tried to create a RD using 16gb Verbatim usb stick. It failed twice. I re-read the instructions on this site and noted to use NTFS formatted drive. I had not done that so am wondering if that was the problem. I am trying for the third time with NTFS format. I'll let you know.
A recovery drive is wiped and reformatted by the utility. All you have control of is the size which should be at least 16 and may require slightly more which would require a larger drive.
Hopefully, we are all referring to a Win 10 recovery drive.
