Dell G15, GPU and CPU low utilization while gaming
I have been trying to play games like Destiny 2 and Final Fantasy 14 but my GPU keeps dropping from 99% to 40$ randomly and causes huge frame drops. The CPU always stays around 20-50%, so it's not a CPU bottleneck. The same thing with RAM, it's always in the 60-80%, so not a RAM bottleneck. I have tried setting my laptop to the highest performance mode but no change and nobody I can talk to can really help me. My drivers should all be updated as well. Is this an issue with the new drivers? I just want my GPU to stay at 99% utilization.

10th Generation Intel® Core™ i7-10870H @2.20 GHz
NVIDIA® GeForce RTX™ 3060 6GB GDDR6 90W
16GB, 2x8GB, DDR4, 2933MHz
512GB M.2 PCIe NVMe Solid State Drive

I would start by reinstalling a clean copy of windows.

HI guys finally after 2 years i've found the solution the problem was due to the ram on the laptop they are samsung 3200 16 gb (8 x2 ) i've changed them to kingston 32 GB 16 x 2 3200 mhz i dont know if the original samsung rams performs poorly or the laptop needs 32 GB to perform well but now i'm all time on 100 % on all games in all modes cool/silent/balanced/ high perform i hope that you found happiness now for the ram model i dont have the packaging but the ram are not fury they are normal green color they look almost the same to the samsung ones if anyone knows how can i know the model with some software i'll be happy to give you the model finally after 2 years we did it
update : this is the exact same ram and packaging that i've bought (picture is not mine ) but you now get an idea about the model and i've bought and the packaging hope that this was useful for you

The ONLY workaround I found is to put the laptop on cool mode (not optimised or performance mode) via the My Dell app. It limits the GPU to 45 watt but the framerates are much more consistent.
What i found is that in performance or optimised mode, the cpu clock speed only reach 2Ghz and the GPU is at 90watt. But is Cool Mode, the GPU is at 45watt and cpu reaches a much higher clock speed (4.8Ghz)

@helio1 is your Dell laptop the exact same specs? I7 10870h with RTX 3060?
If so, does you CPU clock speed above 4Ghz while gaming in either performance or optimised mode? Mine is limiting itself to 2Ghz
