2 Technically yes, but practically no; in 2G with an Atom processor - even if you get a 64 bit OS installed, you'll need a good sense of humor when it comes to waiting for the system to respond to your input.
I once had a Acer laptop with an Atom. After upgrading to a SSD from traditional hard drive, it was just tolerable. I would upgrade to an SSD if you want to squeeze more life out of the laptop. https://www.youtube.com/watch?v=GybKUf_o9Oc
