Dell Express Delivery is for when you buy a Dell PC.

Not sure what it has to do with your situation now.

Are you or your boyfriend good with electronics? Or know anyone who is? You should consider an SSD it will be 95% faster if not more. Have someone to install it and Install the OS or do it yourself if your comfortable. 

Just look at BestBuy or Walmart for an SSD. Consider getting a External Hard Drive while you are there to make backup's. Then you will not loose data.

Express delivery has nothing to do with out of warranty repair.  

To arrange an out of warranty repair, you start with a  call to Dell for a diagnosis (for which there is a charge that's applied toward the repair).

That said, if it's just a drive replacement, you're better off going to a local shop with a good reputation and have them replace the drive.  It'll work out cheaper and almost certainly faster than shipping the system to Dell to have the drive replaced.  Like many of the big chains, Dell charges a flat $170 fee for out of warranty repair (for anything but a mainboard or screen replacement).
