Just do a clean installation of Windows 10 using USB flash drive created using Microsoft's Media Creation Tool.
Windows 10 will activate when you go online.

same issue here with multiple USB devices reimaging 7470 and 7480 machines, 6% and fails, every time, is there a server issue?

Going to Microsoft would be a great idea if only I could find the Win 10 license code that came with my Dell. So I have to find out why Dell's SupportAssist tool will not function. Any ideas on that problem?
If your laptop originally came with Windows 10, the product key is embedded in the motherboard.
