Direct Key Creator will not launch...

After installing the Dell Recovery and restore software on a working computer I tried to launch the application from the desktop and I get the normal warning about allowing the app to make changes and click Yes but nothing happens after that.

Anyone else experience this and have a solution? This is supposed to be the process to restore another computer from a non-working state but it doesn't look promising.
