Does the inspiron 7577 support external gpu usage
I am aware that the latest version of the inspiron 15 has a usb-c port which is thunderbolt 3 capable. Can I hook up an external gpu to this? I am looking to buy this laptop if it can. If it does support the usage of an external gpu, does the thunderbolt 3 port have 2 PCIe lanes or 4?

No. The only Dell systems that have external GPU support are the Alienware notebooks.
That doesn't mean one won't work - but it does mean it's more likely it won't than will, and that it's unsupported.

The document says what it doesn’t support. And I don’t see GPU in this. So it means it is allowed?

Yes, it does support Thunderbolt 3 compatible external GPUs.
The Inspiron 15 7577 Gaming Series system supports standard Thunderbolt 3
protocol/features on external graphic docks. However, performance has not been
validated in many third-party Thunderbolt 3 eGfx docks and so users may
experience certain unexpected compatibility issues
They are basically telling you to buy a Dell or Alienware external graphics dock or you're going to have problems, but the support for external GPU is built in.
