Factory reset burn on linux

I am attempting to reinstall windows on my Inspiron 17 after installing a new hd. The old one died. I did not back it up so I need to start fresh. My problem is that my other laptop has Fedora Linux on it and the only way I can see to set up the iso on the usb stick is through Linux. The problem is I can not get it to work because the iso is a msi. I have tried for hours to work around it and get it to work to no avail. I just want to get it installed on the usb so I can get w10 up and running. If anyone can help me I would be grateful. I temporarily have Ubuntu running on this laptop which I want to install win on. You can download the Windows 10 ISO directly from Microsoft's website, though you'll probably need to burn it onto a DVD or find a Linux-based program that can convert the ISO to a bootable USB flash drive.

Once you have Windows 10 installed, if desired, you can then use the Dell OS Recovery Tool to download and create a USB recovery drive for your model and use it to reinstall the original OEM copy of Windows 10, along with any pre-loaded software and drivers that were originally shipped with the system.
